QEC BARGAINING


April 4th, 2012 - Update

On April 17, 2012, the QEC bargaining team reached a tentative agreement with the employer using the assistance of a mediator. Most issues had already been settled in negotiations, but there were 6 issues left on the table. The Union wanted a better wage increase and an increase to the Location Allowance. The employer had four things that they wanted to take out of the collective agreement. These included reducing the overtime banks to 75 hours, non-refillable.

Here is the agreement that will be taken to the membership for a vote in May:

1. Wage increase of 2.5% in 2011 (retroactive), 2% in 2012 and 2% in 2013. This means that if the agreement is ratified, members will immediately get a pay increase of 4.5%.

2. A lump sum signing bonus of $1,100 to everyone who is an employee on the date of ratification. This is instead of an increase to the Location Allowance, but is approximately equal to what you would have received if the Location Allowance had been increased by 2% per year.

3. All concessions have been dropped except for part of the overtime bank issue. The employer wanted to decrease the amount of overtime you could bank to 75 hours, non-refillable. The number of hours you can bank has not changed. You can still bank 21 days. You will no longer, however, be able to refill your bank. Once you reach 21 days, all further overtime will be paid in cash. We recognize that this will negatively affect some members, but we were obliged to allow a concession in order to get the increase in wages and the signing bonus, and this was much better than the decrease in hours proposed by the employer.

All of the changes that were negotiated will be presented to the members at the ratification meeting. If the tentative agreement is not ratified, we will take strike action. There is no further possibility of negotiating improvements - the members will be asked to vote on whether they want to accept the agreement, or whether they want to go on strike.

Your bargaining team believes that this is the best agreement that can be obtained for the members at this time, and believe that accepting it is preferable to going on strike.

A schedule for the ratification meetings will be made available as soon as arrangements for the vote have been completed.



February 1st 2012 - Update

Mediation dates for QEC have been set for April 17th to 20th.

QEC NEU local officers and members may attend the strike preparation courses have been scheduled for the month of February and March (see the education page for more information). Additional dates will be set in the near future for the months of March and April.

June 16th, 2011 Update on NEU / QEC negotiations

Since our last reporting, this is a summary of the events that have taken place regarding our negotiations with Qulliq Energy Corporation: On March 29th, 2011 NEU applied for mediation with the Minister Responsible for the Public Service Act (Minister Tootoo). On April 5th, 2011 NEU received a response from the Minister requesting that NEU would forgo mediation. On April 19th, 2011 NEU sent a letter accepting the Minister invitation to another round of negotiations rather than mediation with conditions. On May 3rd, 2011 NEU received a letter from the Minister discounting NEU's conditions. Since May 6th, I have completed a few media interviews and stipulated that NEU will comply with the request. The next round of negotiations has been set for August 25th - September 2nd, 2011. Since early January 2011, I have been negotiating the Essential Services agreement with QEC. This "project" is still on-going.



Qulliq Energy Corporation Collective Agreement Negotiation Update
March 25, 2011


Nunavut Employees Union and Qulliq Energy Corporation started their second round of negotiations on March 22, 2011, both negotiation teams signed off on approximately 30 administrative issues that were proposed by the employer. The QEC negotiating team refused to discuss any of the union's proposals until the union presented their financial position. Notwithstanding the other Union monetary proposals that were already presented, the NEU negotiating team tabled a 5% wage increase per year for a 3 years collective agreement and a location allowance that would reflect the federal isolation post allowance.

QEC offered a monetary package that was non negotiable. The details of their proposal can be viewed in the attachment dated March 24.

NEU is in the process of filing for mediation with the Minister Responsible for Public Service Act under section 41.1 of the Nunavut Public Service Act.

As well, NEU is organizing a strike mandate vote for its members who work for Qulliq Energy Corporation.
